India Office, September 5, 1911. I AM directed by the Secretary of State for India in Council to acknowledge the receipt of Mr. Langley's letter of the 30th August, and to say in reply that the Marquess of Crewe concurs in Sir E. Grey's proposal to inform the Netherlands Minister that His Majesty's Government are now in possession of sufficient data to render possible the discussion of the control of morphia and cocaine so far as the United Kingdom is concerned.

I am at the same time to suggest that it is very desirable, in view of the stress which has been laid on the necessity of obtaining full information, that the representa- tives of His Majesty's Government should, if possible, be provided, before the conference meets, with some sort of estimate of the extent of the manufacture of the drugs in this country.
